VACANCY
Ba Town Council
invites applications from the suitably qualified, highly motivated and
experienced candidates for the following position:
1. ASSISTANT
RATES OFFICER
ROLE PURPOSE
The Assistant
Rates key responsibilities include:
- Ensure
maintenance of appropriate internal controls and financial procedures.
- Calculation
of New Financial Year Rates for residential, commercials, industrial and
agricultural before 30th June of every year and submitting the
worksheet to the Head of Finance & Administration for verification.
- Preparing
the rates invoices and sending to the ratepayers by the 8th of
July.
- Calculation
of Interest on the outstanding rates for prior year for residential,
commercials, industrial and agricultural before 31st July of
every year and submitting the worksheet to the Head of Finance &
Administration for verification.
- Preparing
the statements for the rates outstanding as at 31st July and
sending to the ratepayers by 8th August.
- Updating
each ratepayers account on a daily basis to avoid any discrepancies in the
statements.
- Updating
the rates collection on a daily basis and sending it together with rates
debtors worksheet to the Head of Finance & Administration before
closing of business on every Friday.
- Creating
awareness to ratepayers on the means of rate payments available, i.e. BSP
Online payment, Vodafone M-Paisa, Digicel My Cash, Deductions with
Employer and Payment at the Cashier at Civic Building.
- Organizing
monthly ratepayers meeting for the HOD’s, CEO & Special Administrators
and ensuring that awareness is created amongst the ratepayers.
- Securing
all source documents and rates invoices properly and ensuring that no
documents are left around unlocked at the end of the business day.
- Performing
assigned GL Reconciliations which will include the Rates Debtors and Trade
Debtors and submitting to the Head of Finance by 2nd of the
month.
- Assisting
the Head of Finance in submission of fully maintained and signed off audit
trail file to Chief Executive Officer by COB on the 5th of the
month.
- Ensure
legal and regulatory compliance regarding all financial functions and the
council is fully compliant with all statutory bodies.
- Take
full control of the Council audits (internal and external) and remain up
to date on audit best practices
Knowledge and Experience
1.
A tertiary
qualification in Diploma in
Accounting/Finance or equivalent.
2.
2-3
years of increasingly responsible Finance Officer experience that would have
provided the opportunity to develop the required skills, knowledge and
abilities
